Born and raised in Oakland, California, Horace got his start officiating local high school games and CYO leagues, where he quickly found his passion for the craft. His natural leadership and drive for excellence helped him climb the ranks, eventually earning a spot at the college level where he’s been a respected figure for 100+ seasons.
